Required Expert In Administration - UNDP


Education:
    Advanced degree in administration, management and/or finance.

Experience:
    Professional experience not less than 10 years in the field.
    Similar experience in GCC and Kuwait in particular is a plus.

    Ability to advocate and provide policy advice
    Awareness of the need for development and operational effectiveness
    In depth knowledge and strong track record of using internationally oriented programs and instruments
    Good understanding of the rules governing program management and implementation modalities as set by the beneficiary. This attribute is a plus.
    Ability to lead formulation, implementation, monitoring and evaluation of development programs and projects,
    Strong communication skills.

The Consultant's main task is to draft job descriptions for all the positions at SCPD. He/she is also  is required to:
    Develop an operational plan for training.
    Ensure that work procedures applied at the beneficiary are functional and achieve best results.
    Propose a comprehensive system for better work methodology to include simplifying procedures and paper trail.
    Adjust the current work plan of the beneficiary in light of the SWOt analysis conducted.
    Train cadre in their respective expertise in the area of administrative and finance related skills.
    Conduct research on issues related to the functions at the request of the  beneficiary and introduce best practices.

Expert's Outputs
    Beneficiary's training plan prepared.
    Job descriptions of all SCPD positions drafted.
    Monthly progress report approved by the beneficiary.
    Detailed SWOT analysis report on the administrative and finance Departments with applicable and feasible recommendations.
    Technical briefs and position papers upon the request of the beneficiary.
    Training program for the staff based upon the results the SWOT report.
    Final report with recommendations for future actions.
