Required Road Safety / Information Technology Consultant - Ministry Of Interior - UNDP

Education:
    A PhD degree or higher in the relevant field with solid record of international publications, research, training, management of road safety and information system centers, and experience in various transport environments.

Experience:
    25 years of professional work experience, including road safety, information system strategies and accident prevention measures.
    Experience in the management of road safety and information technology programs and achievement of significant outcomes.
    Knowledge of relevant issues such as institutional reform, human resources  development, road user behavior, transport-land use planning, road design,  information system, interagency coordination, and community education.
    Strong written and communication, problem solving, and organization skills, and proven record of relevant publications.

The consultant should demonstrate diverse skills in various areas of road safety and information technology including, but not necessarily be limited to, the following.

Technical Knowledge
    Ability to lead road safety programs and solve complex problems using technical knowledge and modern management techniques to minimize the socioeconomic cost of road accidents.
    Proven knowledge of strategic requirements of road infrastructure, urban development, traffic management, enforcement and road safety issues.
    Knowledge of road safety risks, travel demand management measures, road user behavior, and transport-land use planning issues and their relationship with road safety improvement.
    Experience in the integration of various road safety factors including financing mechanisms, education, engineering, vehicle inspection, enforcement, road user, data system and information technology.
    Awareness of methods of road user behavior, community education, blackspot, and road safety audit issues.

    Proven record of customer service and understand of community needs.

Achieving Results
    Formulation and implementation of institutional reform and capacity building in the road sector in cooperation with relevant bodies to enhance safety and efficiency.
    Implementation of an efficient and integrated road safety strategy, including, role of relevant agencies, procedures, performance indicators, and meeting objectives.
    Appreciation of the role of road network classification, integration of expressways and local roads, traffic calming, and enforcement, to improve accessibility, meet community needs, support economic growth, and enhance
    safety.
    Ability to provide high standard guidance to improve the quality of road and transport operations, through technical quality assurance control of projects and efficient monitoring.

Working Together
    Ability to promote team environment, and interagency coordination.

Staff Knowledge
    Ability to transfer knowledge in various areas of the transport sector such as road design, traffic operations, overloaded vehicle problem,  license, accident investigation,  accident causes, and other issues.
    Helps staff to expand knowledge, and provide sustainable training and development program.

Duties and Responsibilities
    Meetings with the Project Team.
    Meetings with senior officers of the General Directorates of Traffic and stake holders.
    Desk review of relevant documents: e.g. NITTS, current accident level, accident data form and system, technology use, methods of traffic offences, police operations, as well as relevant international studies and systems.
    Site visit to assess the current road network system, traffic control system, traffic operations, and police enforcement.
    Participation at the international training workshop which will be attended by the cadres of the Ministry of Interior and relevant Ministries.

The Project Technical Director will provide the consultant with the necessary briefings.

Expected outputs include:
    Report including the field visit, meeting and review outcomes, and recommendations to enhance road safety in Kuwait, and optimise benefit of the NITTS.
    Training and advice for the traffic police and engineers.
    Presentation of high quality papers about the best practice in the areas of traffic enforcement, traffic management, road safety and related matters, for the national cadres.
    Provide knowledge that promote leadership in various transport areas, and contribute to the reduction of road accidents & enhance traffic operations.
    Other requirements.
