Required Traffic / Transport Tender Proposal Technical Consultant - UNDP

Education:
    Appropriate degree, at MSc or PhD level, in Transport Planning, Traffic Engineering, Road Safety or relevant area from an accredited university.

Experience:
    Over 15 years of professional experience with solid record of practical achievement and management of integrated and complex transport projects;
    Experience in bid evaluation and feasibility study of transport projects in a complex environment, and achievement of significant outcomes;
    Knowledge of relevant issues such as institutional reform, human resources development, strategy, transport demand management, road safety, road system, traffic management, congestion issues, GIS, information system and interagency coordination;
    Demonstrated skills in programme formulation and design, and experience in the usage of computer, relevant specialized transport programs and office software packages;

Under direct supervision of the Project Technical Director the scope of work of the Technical Consultant will include, but not necessarily be limited to, the following:
    Participate in the tender evaluation committee;
    Review the entire tender documents including ToR;
    Provide technical support in market research and dissemination of tender documents;
    Facilitate provision of technical clarifications to proposers;
    Develop high quality observation reports and recommendations to modify ToR based on Q&A, site-visit and pre-proposal conference;
    Conduct technical evaluation of proposals;
    Prepare comprehensive evaluation report describing strengths and weaknesses of each proposer;
    Develop key performance indicators to monitor and assess successful service provider’s efficiency;
    Report to the Project Technical Director who will provide the required orientation information;
    Provide monthly progress report.

Expected outputs:
The output of the assignment is a thorough evaluation of the various tenders and comprehensive report clearly stating the appropriate proposers in line with the project objectives, implementation requirements, outcomes, outputs, M&E, etc. with a description of the justification, strategy, methodology, previous similar experience, staffing, capability, initiatives to add value, and reputation, including harmonization of programming cycle and management modalities of the different outputs and outcomes , and possible phased implementation plan coinciding with the National Development Plan period through 2014/15 to 2018/19.

Competencies
The consultant should demonstrate diverse skills in various areas of ITS / IT/ data collection / information system/ traffic engineering / Transport Planning / GIS, including, but not necessarily be limited to, the following:

Technical Knowledge:
    Ability to assess bids of complex transport projects using modern techniques;
    Knowledge of strategic requirements of road infrastructure, urban development, transport planning, ITS, traffic management, enforcement, congestion, road safety, data collection and information system issues;
    Experience in the integration of various modern transport factors including financing mechanisms, engineering, management, drawbacks and services;
    Practical knowledge of data requirements, databases, information management and user friendly interfaces, presentation format, GIS, graphs, tables, performance indicators, online portal hosting and storage components and data collection forms, security and confidentiality issues, backup, and maintenance.

Achieving Results:
    Appreciation of the role of road network classification, integration of expressways and local roads, public transport and enforcement, to improve accessibility, support economic growth, enhance road safety alleviate congestion;
    Ability to provide high standard guidance, through technical quality assurance control of projects and efficient monitoring;
    Ability to helps staff to expand knowledge, and provide sustainable training and development program;
    Strong written and communication, problem solving, and organization skills, and proven record of relevant publications.
