The Government of Kuwait is keen to implement all its strategic objectives as detailed in the Kuwait 2035 Strategic vision and the Mid-Range Development Plan (MRDP) which was endorsed by the parliament in 2010. The UNDP through its cooperation with the State of Kuwait strives to assist the relevant agencies in various developmental needs. The issues of higher education are among the priority area mentioned in the Country Program Action Plan (CPAP). For that purpose GS-SCPD intends to assist the Office of the Undersecretary of the Ministry of Higher Education in its efforts to address these issues.
The Ministry of Higher Education (MOHE) is an integral part of the Mid-Range Development Plan (MRDP) 2010-2011/2013-2014 with a plethora of policies, projects and quantitative targets, to achieve. As the Government moves forward towards more detailed annual plans, the analysis of data needed increases sharply. The MOHE is an expert capable of guiding institutional activities and ensuring alignment with the Plan.
The Consultant is required to:
- To outline the future higher education projects map for the MOHE .
- To facilitate interaction between the planning authority and line staff at the ministry/institutions of higher education.
- To provide state of the art reporting system that is capable of all follow up activities in the higher education in Kuwait.
- To perform on-job training for MOHE staff designated to continue with relevant tasks on the long run.
- To act as a key advising conduit to the Undersecretary’s office with an eye of best repotting practices.
- To enrich the MOHE with capabilities in higher education projects mapping.
- To strengthen interaction between the planning authority and relevant agencies and institutions of higher education.
- To sharpen reporting skills as far as follow up activities are concerned.
- To increase on-job training opportunities at MOHE.
- Proposed strategic plan on future higher education project mapping.
- Monthly progress report approved by the beneficiary.
- Technical briefs and studies upon the request of the beneficiary especially in lesson learned and best practices.
- Training program for the staff based upon the results the SWOT report conducted by the team.
- Final report with recommendations for future actions.
- Advanced degree PhD is a plus in education or higher education or Higher Educational Administration, or Management such as Human Resource Management.
- Professional experience no less than 10 years in the field with a proven track record.
- Experience in GCC and Kuwait in particular is a plus.
- Excellent communication skills is a must.
