Coalition Acquisition Review Board (CARB) Manager
CGI Federal is seeking an experienced Coalition Acquisition Review Board (CARB) Manager to support its USARCENT customer at Camp Arifjan, Kuwait.
Review all requirements packets submitted to the CARB cell and assist with screening CARB packets for administrative errors.
- Assist with the validation of CARB packets.
- Ensure strict adherence to the CARB Standard Operating Procedures (SOP) when performing the following tasks: administrative related reviews, tracking and reporting packet status, RFI tracking and follow up, requesting and tracking corrections to packet documents, and routing packets through the review and approval process.
- Process packets through either the Theater Requirements Generation Tool (TRGT) or through the legacy process, which requires packet processing without the use of the TRGT.
- Process emergency packets as outlined in the CARB SOP.
- Maintain a local share drive location that acts as a repository for CARB packets and their associated documents.
- Create new folders and load documents into the share drive location as necessary.
- Research historical CARB packet records and provide historical data as needed.
- Provide documents and packet information to board members and staff as needed during the CARB process.
- Provide reports to CARB cell leadership on CARB performance metrics and packet processing statistics as necessary.
- Assess the efficiency and effectiveness of the CARB process, and provide recommendations to CARB cell leadership on ways to improve processes.
- Schedule all CARB related meetings. Provide meeting schedule information to customers and other meeting attendees, and coordinate for remote attendees to attend via telecom or Video Teleconference (VTC). Prepare the meeting room with all necessary materials and supplies. Take meeting minutes during CARB related meetings.
- Provide assistance, training, and informational briefings to customers, staff, and others on the CARB process and requirement packet development and submission procedures.
- Provide assistance and training to customers in the use of the TRGT.
Process requests for access to TRGT as outlined in the TRGT and CARB SOP.
- Assist in maintaining and updating the internal CARB SOP for CARB Managers that includes the detailed steps and processes associated with recurring tasks completed by CARB Managers.
Five years of experience with planning, organizing, coordinating and managing logistics and acquisition activities
Two year experience with pre-award procurement activities within the USCENTCOM AOR, such as: analyzing requirements, recommending revisions to performance work statements or specification, procurement planning and tracking and monitoring procurement activities to ensure compliance with DoD Policy, administrative procedures, regulations and statutes.
Must possess a working knowledge of Microsoft Office software.
Obtain/Maintain a Secret DoD Clearance.
Must be able to meet USCENTCOM MOD 11 medical and dental requirements prior to deployment.
