Required Senior Expert In Household Income And Expenditure Surveys - UNDP

Objectives:
    Develop Data Processing Methods and employ statistical analysis and metric tools to arrive at meaningful results from the results of 2007/2008 Household Income and Expenditure Survey, which can help economic policy makers design sound policies.
    The consultancy is one of the sources of accurate and  reliable data on household budget which is an Important input in the Development Plan.
    Enhancement of the capacities at CSB in the area of data analysis.
    Introduction of best practice approaches and formats for nationally produced reports and training the CSB Staff with such tools.
    Execute the requirements of the developmental targets in Kuwait in raising the level of data transparency and dissemination.

Education:
    Minimum, a Master Degree in Statistics or Econometrics or (Quantitative Economics).

Experience:
    Extensive experience in statistical analysis and micro-econometric modeling especially in the area of Household Income and Expenditure Surveys (minimum five years).

The Consultant shall undertake the following tasks:
    Compare the preliminary and final results of the Household Income and Expenditure Survey 2007/2008 and assess data quality and processing at the aggregated level.
    Determine minimum standard of living lines for limited income groups.
    Determine relative weights for goods (Basic and Luxury).
    Prepare a Report on the final results of the Household Income and Expenditure Survey 2007/2008 which includes (but it is not limited to): average expenditures tables, income distribution, income, elasticity for the various groups of goods according to the final distribution of weights.

It is expected from the consultant (expert) during his mission at CSB to work on the following tasks:
    To review and develop the current work and introduce for improvements.
    Develop data processing methods and employ statistical analysis.
    Oversee and participating in the preparation of analytical report on household expenditure and consumption for 2013 (the implementation of the expenditure and consumption survey).
    Development of an adequate package of national indicators and statistical information to serve economic decision makers.
    Conduct systematic training for the relevant staff on analysis of Household Expenditure and Consumption Survey data.
    Provide on the job training in the implementation of the analysis and report.

Methodology:
    The consultancy will adopt the modern mathematical statistics and econometric tools in analyzing the results of the Household Income and Expenditure Survey.
    Training of counterparts on analysis of Household Income and Expenditure Survey data and estimation of minimum standard of living.
