Expert In Project Evaluation - Construction Management - UNDP

Education:
    Advanced degree in Civil/Construction Engineering or related disciplines.

Experience:
    Minimum 10 years experience in Project Management  in the required field of the mission.

Under the direct supervision and leadership of the UNDP and in close consultation and collaboration with CC, the Expert Consultant shall undertake the following duties and responsibilities:
    Active Participation Coordination and Liaison with Various International and Local Consultants (Project Communication Protocol);
    Study, Review and Evaluation of Technical and Financial Proposals of Major Construction Projects ( Infrastructure, Highways, Bridges, Hospitals, University Buildings, Schools, Supporting Complexes, Power Generation Plants, etc.);
    Training of  CC Professional Staff/Capacity Building and Transfer of Knowledge;
    Supervise capacity survey to assess the needs of the staff and the  required skills to conduct feasible analysis of terms of reference for Study, Design, and Supervision, Project management/Construction and Supervision presented to CC;
    Advise CC staff and relevant government agencies as requested;
    CC Junior Engineers/Increased Experience & Qualifications;
    Professional Development/Quality of Consulting Services;

Conduct transfer of knowledge exercises to incorporate certain principles of institutional skills level based on World Bank and other Multilateral Organizations in the areas of:
    Types of Consulting Services;
    General policy on the selection of consultants;
    Developing Terms of Reference/Short listing;
    Capacity-Building Program and transfer of knowledge;
    Short List and Request for Proposals;
    Proposal Evaluation;
    The Contract;

Expected Outputs:
    Monthly progress report approved by the CC;
    Evaluation report on the status quo of competencies at the relevant department of the beneficiary in respect to the required consultancy;
    A report with executive recommendations accompanied with executable action program to enhance the work of the beneficiary in accordance with the output of the evaluation report;
    Final report should include recommendations for future actions.
