The Ministry of Information is seeking to develop a National Strategic
Media Plan for the State of Kuwait. Media plays an important role in
society and the State of Kuwait is in need of developing and upgrading
its media message, along with the structures of related official instructions,
to align with the country’s priorities and global developments. The
National Strategic Media Plan will provide an elaborate framework
according to specific goals and visions contributing to the country’s
development and media policy with placing new media and technology at
the heart of the strategy. As a first stage in developing the National
Strategic Media Plan, the Ministry of Information requires a Strategic
Media Planning Expert from the region to develop a detailed framework
and terms of reference for creating a National Strategic Media Plan.
Education:
A post-graduate degree qualification in communication, media, or other related fields.
Experience:
At least 15 years overall professional experience;
At least 10 years of experience in the field of communications planning;
At least 5 years of experience in new media.

Demonstrates integrity by modeling the UN’s values and ethical standards
Ability to research and analyze national development and media situation
Focuses on impact and result for the client and responds positively to feedback
Consistently approaches work with energy and a positive, constructive attitude
Demonstrates in-depth knowledge of the subject matter and understands more advanced aspects of primary area of specialization.
Develops innovative and creative approaches to meet programme and capacity development objectives.

Demonstrates fair and transparent decision making and calculated risk-taking.
Demonstrates strong oral and written communication skills
The Strategic Media Planning Expert is expected to work on the following:
Assess the performance and capabilities of media agencies to:
Define the baseline.
Assess future needs.
Work closely with the Ministry of Information to develop a position paper representing:
The data summarizing the current situation
The relevant historical information and projected trends
The shortfalls and constraints
Key areas of focus
The vision and mission of the NSMP
Defined principal objectives for the NSMP
Indicate key stakeholders to be involved in the planning process
Define the planning scope and period
Describe joint planning arrangements
Define the policy framework for the NSMP
Define the roles and responsibilities of persons and organizations involved in NSMP
Define the composition and responsibilities of the Steering Committee and Working Group
Define roles of other key stakeholders
Define roles of facilitators/consultants required to assist the process.
