The higher advisory Committee for Youth proposes to engage a consultant to undertake development of the National Framework for Youth Empowerment and Mainstreaming. With oversight by the higher advisory Committee for Youth, the consultant will develop the National Framework for Youth Empowerment and Mainstreaming in consultation with relevant government officials, youth leaders, and civil society organizations including national youth councils and non-registered (or unofficial) youth groups while ensuring recognition and contact with marginalized and vulnerable youth. The consultancy will consist of the following:
Initial briefing from the committee, including:
Discussion of TOR, approach / methodology, timeline and key deliverables.
Provision of materials and work previously undertaken / researched by the government on youth empowerment and mainstreaming.
Desk reviews, including literature and reports on various types of mainstreaming (youth, gender, special needs, etc.), existing youth mainstreaming policies and practice.
Consultations with key youth development experts and practitioners, including the Public Authority for Youth and Sport staff and affiliated youth leaders.
Field visits to relevant governmental agencies and NGOs to develop case studies.
Critical analysis to identify principles of good practice in youth empowerment and mainstreaming, successful models and corresponding criteria for success and indicators for measurement and evaluation.
Carrying out a full political economy analysis on the factors that have led to governments across the world to give priority to young people and invest in youth mainstreaming, and political challenges that serve as barriers to this.
Steps to design a best fit national youth empowerment and mainstreaming strategy and framework, and an accompanying action plan for effective implementation, properly anchored in political realities of public finance, political imperatives, public administrative capacity challenges etc.
The higher advisory Committee for Youth will:
Meet regularly with the consultant to review progress.
Facilitate connections, meetings and consultation to assist the consultant to complete the project effectively and efficiently.
Review and provide feedback on the draft document prior to finalization.
Share the draft document with a wider forum of stakeholders.
The National Framework for Youth Mainstreaming should include:
Information on global trends, challenges and learning in relation to mainstreaming in the development sector in areas such as youth, gender, disability and HIV/AIDS.
An articulation of the importance and value of youth empowerment and mainstreaming, that government officials and youth development professionals can use to advocate for integration of youth issues and perspectives across all aspects of government / organizational policy and programming.
A review of existing mainstreaming tools and models (especially youth), including case studies of several different successful models.
A political economy analysis with regard to promoting and mainstreaming youth issues, including identification of issues of concern to stakeholders. Evaluate political economy drivers behind successful youth policy implementation.
A practical, step-by-step guide on how to initiate youth empowerment and mainstreaming, including developing a structure that is flexible and adaptable to the national situation.
Offer guidance on altering political incentives to deliver progressive youth policies where stakeholders have been unwilling or unable to do so to date.
Deliverables and Timelines
A proposed work plan for the project should be provided to the higher advisory Committee for youth for review and endorsement within one week of commencement of the consultancy.
A preliminary analysis based on the desk review should be provided to the higher advisory Committee for youth for review within four weeks of commencing the consultancy.
A first draft of The National Framework on Youth empowerment and Mainstreaming should be provided to the higher advisory Committee for youth within 10 weeks of commencing the consultancy.
A final draft (soft copy of ready-to-print text) of The National Framework on Youth empowerment and Mainstreaming should be provided to the higher advisory Committee for youth within 12 weeks of commencing the consultancy.
A Final Power Point presentation for the proposed National Framework on Youth empowerment and Mainstreaming
In addition to the above deliverables, the Expert is expected to build the capacity of the national team on the scope of the work mentioned above.
