The State of Kuwait in coordination with UNDP strives to enhance institutional capacities at various Government agencies in coordination with the General Secretariat of the Supreme Council for Planning and Development. In this context, the Central Statistical Bureau, which implements activities in the area census results analysis, with the UNDP under the auspices of the Kuwait-UNDP Cooperation Framework, intends to recruit a local practitioner/expert to assist in supervising myriad functions in the department of Census at CSB.
Objectives of the consultancy:
Enhance capacity building efforts and development of statistical work in the CSB
Improve the census related tasks of the CSB with high efficiency and in a timely manner.
Strengthen the analysis process of census results
Prepare the final draft of the official census results.
Education:
Master or higher degree in statistics and or related disciplines.
Experience:
Significant experience in the census field (not less than 15 years), and experience in registered-base census preferred.
The Consultant shall effectively participate in capacity building efforts and development of census related work in the CSB by recommending action plans. Among said tasks:
Assist in supervising all staff in the census department.
Propose estimated budget for the department.
Draft the plan for the future population census and its budget.
Supervise the process of implementing the population census and registered-base census.
Supervise studies conducted on akin topics such as unemployment, expat workers,..etc.
Supervise the process of implementing the household survey.
Participate in post-2011 Census Studies
Expected Outputs:
Evaluation report on the status quo of the CSB in respect to the required consultancy.
A report with executive recommendations with executable action program to enhance the work of the beneficiary in accordance with the output of the evaluation report.
Report on the capacities of the CSB’s census staff.
Progress report approved by the UNDP Office and the beneficiary.
Final report should include recommendations for future action.
