Technical Consultant Bid Preparation / Evaluation - UNDP

Education:
    Appropriate degree in Transport Planning, Traffic Engineering, or Information Technology preferably at Masters or Ph.D level  from an accredited university, with solid record of international practical experience and   management of  integrated  projects.

Experience:
    Over 15  years of professional work experience, including road safety,  information system, traffic engineering, transport planning, and traffic police.
    Experience in the management of integrated project in a complex environment, and achievement of significant outcomes.
    Knowledge of relevant issues such as institutional reform, human resources development, financing, transport demand management, and inter agency coordination.
    Experience in development and management of tender documents and procedures.
    Strong written and communication, problem solving, and organization skills, and proven record of relevant publications.

Duties and responsibilities include but not limited to:
    Review the technical components of the current draft tender dossier for Development of Web-Based National Integrated GIS and Traffic Information System.
    Provide technical support during assessment / evaluation of prequalification exercise
    Facilitate provision of technical clarifications to bidders,
    Conduct technical evaluation of submitted bid proposals,
    Support contract management to ensure that the successful bidder will develop a tool which helps the stakeholders in taking appropriate informed decision in their respective areas and help improve the quality of the decision taken,
    Development of traffic management guidelines
    Support capacity development, traying and advance skills of the national cadres.
    Review technical parts of the draft tender dossier and prepare high standard document with latest technology and best practice, and participate at the evaluation of  the submitted bid proposals, including generic specifications for the systems,   devices,   equipment, and software, training, technical compliance, delivery, installation / commissioning needs, storage criteria, and other requirements.
    Meetings with the Project Team.
    Meetings with the stakeholders.
    Desk review of relevant documents, e.g. NITTS, accident level, data system, traffic management, planning, ITS, information system, police operations, road design and planning issues.
    Site visit to visit to assess the current road network operations and enforcement and information system.
    Training for the local cadres.
    Participation at the training workshop which will be attended by the cadres of relevant Ministries.
    Provide support for the establishment of national road safety centre, national  traffic training centre, institutional reform, training program, and technical transport planning and traffic issues as required.
    Development of high standard guidelines as required.

The Project Technical Director will provide the consultant with the necessary briefings.

Expected Outputs:
The consultant will report to the Project Technical Director. Expected outputs include:

    Provide solid and inclusive ToRs for procuring the complete system for Development of Web  Based GIS and Traffic Information System and evaluation of proposals to be included as part of final prequalification and/or tender dossiers
    Progress reports including field visit, meeting and review outcomes, and  recommendations.
    Training and advice for the traffic police and engineers.
    Presentation of high quality papers.
    Provide knowledge that promote leadership in various transport areas, and contribute to the reduction of road accidents, enhance traffic operations and contribute into development of sustainable transport system.
    Provide high quality reports, guidelines, bid document, and other requirements.
